Deputy Assistant Secretary of the Navy, Environment

The Deputy Assistant Secretary of the Navy (Environment) (DASN (E)) serves as the principal advisor to the Assistant Secretary of the Navy (Installations and Environment) for all matters pertaining to environmental protection, environmental technology, and natural, historical and cultural resources for Department of Navy (DON) activities worldwide.  The DASN (E) Department’s liaison with the President’s Council on Environmental Quality, the Environmental Protection Agency, the Environmental Council of States, environmental Non-Governmental Organizations (NGOs) and numerous other organizations and task forces.  The DASN (E) provides policy, direction and oversight for the following program elements with the Department of Navy (Navy and Marine Corps).   These program elements comprise a total program of over $1 billion. Below is a summary of our main programs. 

Defense Environmental Restoration Program

  • Installation Restoration. Develops policy, advocates for resources, and provides program oversight for assessment and remedial actions at contaminated sites under the Defense Environmental Restoration Program. This includes response actions at both active and closing bases.

  • Munitions Response. Develops policy, advocates for resources, and provides program oversight for the clearance and remediation of unexploded ordnance and munitions related contamination. 

Environmental Quality

  • Develops policy, advocates for resources, and provides program oversight with respect to environmental planning, education and training, compliance, pollution prevention, natural and cultural resources conservation, and environmental justice.

  • Promotes pollution prevention in reducing total ownership cost of weapons systems and installations.

  • Manages DON’s program for Government-Government relationships with Federally recognized tribes.

  • Ensures access to land, sea, and air for training and exercises through policies and initiatives related to DoN testing and training areas.

  • Serves as the liaison to the Department of Interior, Fish & Wildlife Service, for issues related to endangered species.

  • Serves as the liaison to the National Oceanographic & Atmospheric Administration, National Marine Fisheries Service, for issues related to protection of marine mammals.

 Environmental Technology           

  • Serves as the advocate for development and implementation of new environmental technologies in all areas of environmental protection.

Historic Preservation

  • Serves as the advocate for the preservation and inventory of historical assets within DON. 

  • Serves as the liaison to the Advisory Council on Historic Preservation.
